“In accordance with the Constitution of the L&DCC Item 7, notice is given that the Annual General Meeting will take place on Tuesday 16th January 2024 at 7.00 pm at Firwood-Bootle CC.
Clubs are asked to discuss these matters carefully before the meeting and to note that their attendance at this meeting is mandatory for Full Member and Associate Member (3rd XI) Clubs but not for Associate Member (Junior Leagues) clubs and Associate Member (Women’s and Girls) clubs, who are nevertheless, welcomed.

FINANCIAL REPORT - YEAR TO 31 OCTOBER 2023
Attached to this report is the audited Balance Sheet as of 31st October 2023 (available from Club Officials) from which you will see that the total monies of the League stand at £72,668 an increase of £9.008 since the end of October 2021, with total assets of £79,160. A large part of this year’s surplus was the unexpected sponsorship of £5,000 received from Love Lane despite extremely difficult trading conditions in the hospitality sector. In addition, bank interest raised in the region of £1000.
The core activities of the league and cup competitions were successfully completed with additional payments to clubs for hosting the finals, and the costs for delivery of the Liverpool Echo Cup competition.
The on-going Inspiring Generations project has continued to be developed and expanded and now covers:-
Junior Cricket League
Player Development Programme (PDP)
Inter-league Competitions (LCF) Kit, travel, expenses, etc.
Women & Girls Cricket
Continues to expand, sustain, and embed L&DCC W&G cricket.
Inter-league Competitions (LCF) Kit, travel, expenses, etc.
Umpires – Recruitment & Retention
Supporting the work of MCUA.
Funding umpire fuel costs to various distant club grounds.
Equality, Diversity & Inclusion
Development of an Awareness campaign.
Continued development of guidelines and support to clubs.
Chris Weston Bursary
Funding for a cricket member to experience cricket and life experiences abroad.
Luke Russell, Colwyn Bay CC, to University Grange CC, Dunedin, New Zealand.
ICON Sports continued to provide support with the Player of the Month/Year Awards, including Women’s and Girl's awards. Battersby’s continued to sponsor the “Ground of the Month” award. Dunkley Sports continued to implement our 3 year sponsorship agreement with Readers. We are grateful to all the companies above for their continued support.
The new committee structure has now been implemented with minimal requirements for additional paid services, although this matter will be addressed and reviewed on an “as and when” basis. The new website has been funded and will be operational in 2024.
The finances are in a healthy state and will be able to fund future improvements and ECB directives.
Finally, my thanks to all club treasurers for their help and assistance.

The proposal before the meeting is that Full and Associate Member (3rd XIs) subscriptions shall remain unchanged in 2024; clubs will therefore be charged as follows:

2. L&DCC Officials and Committee Structure
PROPOSAL FOR CHANGES TO THE CONSTITUTION SECTIONS 4 AND 5.
This is to reflect the recent operation of the Management Committee and the position as at the AGM 2024. It is a full publication and re-write of the existing and now proposed arrangements for the continued Management and Governance of the Liverpool Competition.

3. Priority Night for Women and Girls Cricket
PROPOSAL FOR ADDITION TO THE CONSTITUTION SECTION 9
With the continued growth of the Women’s and Girls’ game in our League, together with an apparent resurgence of interest in boys U9, 11 and 13s it has become increasingly difficult for Women’s Teams, hardball in particular, to arrange fixtures. This proposal is forwarded from the Women’s and Girls Committee and supported by the Management Committee to help the situation.

9.1.1 Women’s and Girl’s matches fixtured as part of the organised League programme including Hardball T20; Hardball Super 8s and all Softball will take priority over all other Liverpool Competition activity on Tuesday Evenings

5. Player Registration – Self Registration on play-cricket
PROPOSAL FOR CHANGES TO PLAYER REGISTRATION RULES PARAGRAPHS 4.1.2 4.1.3 4.2

4.1.2 Categories 1 and 2: Players, above Junior Age group, playing at 1st and 2nd XI level, will be required to register their own account through Play Cricket with their own log on and passwordw.e.f. 1 February 2024
4.1.3 and 4.2 Clarifies that registration on play-cricket must be 72 hours before first eligible fixture and that all other documents must be with the registration secretary by 24 hours before first eligible fixture.

6. L&DCC Rules and Regulations for Women’s and Girls Cricket
Recognising the continued growth of Women’s and Girls Cricket, this proposal, from the Women’s and Girls sub-committee, builds on the original set of Playing Rules and Regulations agreed for Women’s and Girls cricket in 2022 and establishes them as part of the overall Constitution and Playing Regulations of the Liverpool Competition, in their own section.

7. L&DCC Junior League Regulations U11 Cricket
A Pilot Scheme for U11 teams that wish to play Standard Overs Cricket for part of Season 2024.
The Junior Management Committee, recognising the recent interest and increased participation of players in the u9 and u11 age groups and the developments in other Lancashire Leagues, including the Wigan Junior League, the Wirral Junior League and the North Wales Junior League, in introducing some form of overs cricket at the u11 age group together with our League’s recent poor performances in the u11 interleague, propose to introduce an opportunity for those clubs that wish to do so to transition from Pairs Cricket to Overs Cricket in 2024.
Whilst wishing to increase the quality and experience of cricket at this level the Committee recognises that there are concerns around inclusivity for all the youngsters taking part and that the longstanding pairs game provides this. The offer to clubs and teams is not compulsory. At the half-way point in the season they can choose which ever suits. The Committee will recast the Divisions accordingly and we set out the proposal as a complete reprint of current u11 paying rules in the re-write document:

MCUA REPORT
and
MCUA UMPIRES EXPENSES FEES IN 2023
A proposed increase to £70 for all League Matches for a two year period.
All other fees to remain the same with the excess mileage to designated grounds to be withdrawn.
The management committee supports this proposal and asks clubs to give their agreement.
