RESULTS OF THREE VOTES ON 3rd XI PLAYER ELIGIBILITY PROPOSALS POST-AGM 2020 BY CLUBS HAVING L&DCC 3rd XIs

Date: 19th February 2020

In short: 1.Yes, 2.No, 3.Yes. Voting was very tight on proposals 2 and 3!

These votes on 3rd XI Player Eligibility were promised by Management Committee to member clubs after proposals 11, 12 and 16 were withdrawn at AGM 2020. AGM 2020 Minutes have already been circulated to all member clubs.

As promised M/C and the 3rd XI sub-Committee looked again at the wording of these three, in particular at the wording of old proposal 11 which became proposal 1 here.

Constitution P47

7.6.4 All other matters will be decided by a two thirds majority of those full member clubs present and voting (excluding abstentions).

There are 41 Clubs in all

Clubs were notified of the three proposals 03/02/2020, they had 15 days in which to vote

Clubs were reminded 14/02/2020

Clubs that had not voted were reminded again 16/02/2020

28 Clubs voted

9 Clubs have no 3^rd XI and did not vote

4 Clubs have a 3^rd XI but chose not to vote

= 41

PROPOSAL 1: SATURDAY 3RD XI REARRANGED LEAGUE MATCHES

The old proposal 11 to AGM 2020 re regulation 7.1.6 Playing Regulations P57 has been rewritten and now reads;

“All rearranged Saturday 3rd XI league fixtures played on a day other than Saturday are to be played under normal Saturday regulations including a countback requirement over the last 11 league games and where 6 or more of these of these games have been in the 3rd XI.”

Proposal 1: IS CARRIED as a majority of two thirds (66.67%) is achieved - see 7.6.4.

PROPOSAL 2: 3RD XI SUNDAY LEAGUE MATCHES; JUNIORS AND OVER 40S

The wording of the original proposal 12 to AGM 2020 was accepted but was applied to league games only;

Playing Regulations P57 Section 7 Player Eligibility 7.1.6.4

“Players under the age of 16 or over the age of 40, on 1st September the previous year, can play on both days in league games; however, such players from a club’s 1st XI are subject to the following restriction:……continues etc.”

PROPOSAL 3: 3RD XI CUP COMPETITIONS

The wording of the original proposal 16 to AGM 2020 was accepted and appeared again in this proposal.

KO Cup Regulations P64

4.1.1 Playing Regulation 7 will apply to all 1st and 2nd XI Cup and League matches.

“4.1.2 In 3rd XI Cup Competitions - only players who in their previous 11 league matches have played more 3rd XI than 1st XI or 2nd XI matches for their club up to any round will be eligible for participation in the round in question. (See also Playing regulation 7.1.6 and 7.1.6.4)”
