STATEMENT RE FORFEIT OF CHESTER CUP-TIE BY WALLASEY CC

Cricket Committee outcome.

Statement in relation to the recent Cricket Committee decision that Wallasey CC should forfeit their Chester Cup game against Bootle.

In order to clarify the various items of misinformation and opinion currently being expressed on websites and social media we publish the letter sent to Wallasey CC explaining the decision and the reasons for it. The Cricket Committee (including representatives from a number of clubs) was unanimous,13-0, in its decision.    

Further to all correspondence and telephone conversations relating to the above, a special meeting of the Cricket Committee convened to discuss a number of current matters on the 21st July 2015 at Sefton Park CC, discussed the above issue.  The outcome of these discussions is given below.

The Cricket Committee noted that the eligibility of player Andrew Beaver was initially approved in good faith by the Management Committee taking a “benefit of the doubt” decision agreeing that he could play. They also noted that further information relating to his actual appearance record and his subsequent appearance record following the decision compromised that decision.

They then examined the circumstances of the actual game itself and noted two potential breaches of regulations:

1.      A failure to record the correct age group of player Andrew Beaver on the Official Team Card i.e. his U19 status.

2.      The bowling of 9 overs in a spell by Andrew Beaver, two more than is allowed under the ECB fast bowling directive.

The Cricket Committee, noting the content of the original correspondence from Wallasey CC which stated that the request was in respect of “an 18/19 old cricketer learning his trade”, unanimously ruled that:

In respect of point 1: Wallasey CC was in breach of Playing Regulation 6.2.4 (page 13) in that they “provided incorrect information to an umpire with regard to the age/date of birth of a junior player” and as in 6.2.5 (page 13) the match will be forfeited and a fine of £25 imposed.

In respect of point 2: Wallasey CC was also in breach of Regulation 7.8 (page 15) “ in the event of a captain deliberately using young players so as to contravene the requirements laid down in these  (Fast Bowling) directives……………the game will be forfeited by the side in breach of the directive.

The Cricket Committee ruled unanimously that Wallasey CC should therefore forfeit the above game.
